Be it nationalism, racism, you name it, Shaytan's main goal is to lead the people astray through arrogance, wealth, property, etc. Leading people to believe that they are better than others. Shaytan is the leader of this kind of sick behavior. Usually this kind of venting is turned on the "foreigners" in the country. With political unrest, high unemployment people throughout history have displaced their anger.
In a world where everything and anything goes, I think in some ways it must be impossible to imagine that a game exists called "Ethnic Cleansing".
